			<content:encoded><![CDATA[<p>Bulletproof vests save law enforcement lives  every day, but in some departments it is up to the officer whether to  wear the vest or not. Recently, a Goose Creek officer was shot and he  was not wearing a vest.</p>
<p>The Isle of Palms Police Department says the  environment, the heat, the sun and beach patrols are part of the reason  why they, like Goose Creek, give officers the option.</p>
<p>&#8220;They don&#8217;t spend all their time in the car  and they have to go out and run to the beach a lot of times. Missing  children, water missions, somebody in trouble in the water,&#8221; IOP  Assistant Chief Lieutenant Ray Wright said.</p>
<p>The Isle of Palms police department said it  issues all of its sworn officers with two vests, comprised of an outer  carrier worn on the outside of clothes or an inner carrier worn inside  of clothes.</p>
<p>&#8220;We require that they have them with them easily accessible in the car. Most of them choose to wear the vest,&#8221; Wright said.</p>
<p>Wright said about a year ago when the  department purchased the outer carrier vests, more people chose to wear  them because they were more comfortable to officers out on the streets  battling the elements. He said depending on the situation an officer can  take them off or put them back on within seconds.</p>
<p>Wright said the panels are made of Kevlar and  can withstand a 40-caliber bullet. He said even though the cost of the  outer carrier is close to $100 more expensive than the inner carrier, it  is worth it.</p>
<p>&#8220;They&#8217;re just more comfortable and that increases the number of people wearing them,&#8221; Wright said.</p>
<p>There are a number of agencies in the area  that make it mandatory for officers to wear bulletproof vests and those  departments are eligible for grant money to help pay for them.</p>
<p>Most manufacturers say bulletproof vests last  for five years and then they need to be replaced. The cost is more than  $500 per vest.</p>

<p>That&#8217;s <em>not</em> Melissa Burch.</p>
<p>Her name may sound like a tree, but &#8220;I never even went hiking,&#8221; said  Burch, a park ranger intern who clearly wasn&#8217;t all that eager to start  communing with nature (or bears) on a regular basis.</p>
<p>That makes her perfect for the job.</p>
<p>Burch is one of 13 <a href="http://topics.philly.com/topic/Temple_University">Temple University</a> students involved in a pilot partnership with the <a href="http://topics.philly.com/topic/National_Park_Service">National Park Service</a> to  cultivate and train gun-carrying law enforcement rangers who want to  work in urban parks such as Independence National Historical Park in <a href="http://topics.philly.com/topic/Philadelphia">Philadelphia</a>.</p>
<p>&#8220;Most people who want to be park rangers want to be in places like <a href="http://topics.philly.com/topic/Yellowstone_National_Park">Yellowstone National Park</a>,&#8221;  said Burch, who interns at Independence Park. &#8220;I think they want to get  on a horse and ride around. But I love the city. I love that you can  leave here and get on a bus.&#8221;</p>
<p>If only chief regional ranger Jill A. Hawk (another appropriate park name) could have a forest of Burches.</p>
<p>Hawk, who is stationed in Philadelphia, says she struggles to keep  the law enforcement park ranger positions filled in cities like  Philadelphia, or downtown <a href="http://topics.philly.com/topic/Boston">Boston</a>, where the national park includes Faneuil Hall.</p>
<p>&#8220;That&#8217;s why we are going after students who like the urban  environment and want to stay here,&#8221; said Hawk. Temple was a perfect fit,  she said, because its graduates tend to remain in the area. The student  body is also diverse, another plus for the primarily Caucasian park  service.</p>
<p>&#8220;There&#8217;s a myth that being a park ranger is all about the big  western parks,&#8221; said Hawk, who supervises 230 to 250 law enforcement  rangers in the region, which includes Acadia National Park in <a href="http://topics.philly.com/topic/Maine">Maine</a> and Shenandoah National Park in <a href="http://topics.philly.com/topic/Virginia">Virginia</a>.</p>
<p>Burch said she had heard people say that they did not become park  rangers to deal with the homeless. &#8220;But that&#8217;s an issue you have to deal  with because we live in a city.&#8221;</p>
<p>At a time when <a href="http://topics.philly.com/topic/Unemployment">unemployment</a> stands at 9.3 percent in the Philadelphia area, filling these jobs should be easy.</p>
<p>But the requirements are tough. Rangers must pass an annual physical, in addition to background and drug tests.</p>
<p>The job includes search and rescue, police work, forest and building firefighting, and emergency medical response.</p>
<p>Unlike other park service jobs, law enforcement officers must retire  by age 57 and can&#8217;t be hired after age 37. &#8220;We need a young and rigorous  workforce,&#8221; she said.</p>
<p>Hawk says 55 percent of her crew are eligible to retire in the next five years.</p>
<p>The ranger jobs start at $33,400 with the potential to earn as much as $65,800.</p>
<p>Temple&#8217;s ProRanger Philadelphia interns earn $13 an hour in a program  that can begin after their freshman year. The first summer, they are  exposed to all facets of park management, from interpretation to  maintenance. (Yes, they clean toilets.)</p>
<p>The second summer, they focus on law enforcement, followed by  firearms training in a law enforcement program similar to a police  academy in the third summer. When they graduate, they are guaranteed  jobs. All majors can apply.</p>
<p>Burch, 35, a criminal-justice major from Upper Darby, already had  experience as an armored-truck guard. A senior this fall, she will  barely finish the program in time to be hired before she turns 37.</p>
<p>&#8220;I had never thought about the national parks,&#8221; she said.</p>
<p>Her park partner is Giancarlo Graziani, 21, an urban-planning major  who plans to complete the ranger program, but he is not sure whether law  enforcement is for him.</p>
<p>He sees it as a possible doorway to working in planning in the park system.</p>
<p>Hawk said the park service had tried various experiments with  internships, but many had not been successful, partly because the park  system, a paramilitary organization, failed to understand the  sensibilities of college students.</p>
<p>The service would assign them to remote locations where there were no  other young people and no Internet. In the Temple program, most  students work in pairs, some living in dorms near the eight  participating parks, she said.</p>
<p>The Temple student assigned to Gettysburg National Military Park  lives with students from other universities involved in other internship  projects at the park. &#8220;She&#8217;s having a great time,&#8221; said Anthony J.  Luongo, director of Temple&#8217;s Criminal Justice training programs and one  of the creators of the internship.</p>

<p>The Somerset County Police Academy was the first academy in the state  to offer such a program in 1993. The Somerset County Police Academy’s  Basic Police Alternate Route Program is certified by the New Jersey  Police Training Commission.</p>
<p>Candidates who are selected are enrolled directly into the 24-week  training cycle at the Police Academy, which is one of the longest and  most comprehensive in the State and can be best described as a blend of  military and college training. The environment is very challenging and  requires a commitment to excellence. During the training process,  recruits are taught in over 120 subjects to include: Police  Professionalism; Criminal Justice Systems; Criminal Law; Arrest, Search  and Seizure; Communications; Emergency Driving; Emergency Medical  Training; Firearms; Self-Defense; Patrol Practices; Motor Vehicle Law;  Accident Investigation; Criminal Investigation and Physical Fitness.</p>
<p>Since its inception in 1987, the Somerset County Police Academy  developed a reputation for providing quality training in all topical  areas. Over 1600 police recruits have been trained at the Academy and  over 22,000 individuals have been trained in a variety of law  enforcement continuing education related topics. The Police Academy is  operated by the Somerset County Prosecutor’s Office in conjunction with  Raritan Valley Community College and law enforcement authorities in  Hunterdon, Middlesex, Somerset and Warren Counties.</p>

<p>The requirements for all candidates include that you must be a  Somerset, Hunterdon, Middlesex or Warren County resident, possess at  least 60 college credits from an accredited college or university, as  recognized by Raritan Valley Community College, or possess two years of  full time active military duty or a combination of college and military  that equals two years, no criminal record, be at least 18 years of age  and a citizen of the United States, possess a valid New Jersey Driver’s  license, have a good driving record and be in good physical condition.</p>
<p>Candidates will have the opportunity to pre-register for the written  test from now until August 27, 2010 when registrations will no longer be  accepted.  Pre-registration is done by completing the registration form  on the Somerset County Police Academy website.  The Registration forms  and a $50.00 money order must be received at the Police Academy by  August 27, 2010 by 3:00pm.  Money orders are made payable to Somerset  County Police Academy.  No personal checks or cash will be accepted.    Registration and money orders may be either mailed or hand-delivered to  the Academy.</p>
<p>Mandatory Orientation will be held on Wednesday, September 8, 2010 at  6:00 PM at the Somerset County Police Academy located on the campus of  Raritan Valley Community College in North Branch, New Jersey at the  corner of Lamington Road and Route 28. The program will be held in the  Grand Conference Room in the Conference Center (Building # 11).  The  written test is tentatively scheduled for Thursday, September 16, 2010  in the same room.</p>
<p>Individuals wishing to go to the Orientation for informational  purposes will be allowed to attend but pre-registration is required to  sit for the written test.  There will be one police class scheduled for  2011.</p>

<p>Police  recruits will be required to achieve a &#8220;beep&#8221; test score of 5.1 &#8211;  signifying the number of 20m runs achieved while keeping up with an  electronic beep &#8211; which is considered mediocre.</p>
<p>The Victorian  Police Force has a beep-test requirement of 9.4, while the NSW Fire  Brigade mandates a minimum beep test of 9.6, and the Army demands a  benchmark of 7.5.</p>
<p>The new NSW test also requires recruits to  complete a handgrip exam (30kg each hand); 25 push-ups (with a toes or  knees option); a prone bridge holding position (90 seconds); a vertical  jump of 30cm; and an agility test (20 seconds or less).</p>
<p>Victoria has a handgrip test of 50kg for male recruits under 29.</p>
<p>&#8220;If  (police) are just scraping through this test, they&#8217;d be in pretty poor  health from an exercise point of view,&#8221; exercise scientist Damien Kelly  said.</p>
<p>Mr Kelly said the benchmarks were based on female averages &#8211;  making the testing &#8220;far too easy&#8221; for male applicants.</p>
<p>&#8220;Males  should be doing 25 push-ups on their toes &#8211; doing it on the knees is  pretty ridiculous, and a beep-test score of 5.1 is extremely slow,&#8221; he  said.</p>
<p>&#8220;You would hope your father could do that.&#8221;</p>
<p>The  previous testing method was scored using a points system, which has been  scrapped. It required rookies to undergo eight separate fitness exams.</p>
<p>The old system meant students at the college needed 44 points to  join the academy, then 55 points in a later examination to graduate and  become sworn police officers.</p>
<p>The new test has introduced minimum  pass/fail standards and eliminated two of the tests &#8211; a sit-up and  sit-and-reach exam.</p>
<p>Recruitment sources say the new entry-level  standards are a &#8220;joke&#8221;, but senior police, including Assistant  Commissioner Michael Corboy, say the benchmarks have made the entry  requirements more competitive.</p>

<h2>Criminal Profiler Job Duties</h2>
<p>A Criminal Profiler is someone who looks into the nature of crimes  committed and the process or methods that were used to commit such  crimes. The profiler constructs a psychological profile that will help  identify the criminals involved. “Criminal Personality” and “Offender  Profiling” are other terms to describe the job. A typical day for an  NCAVC agent will vary.</p>
<p>Work days at the Quantico headquarters include preparing paperwork  for presentations to be made for law enforcement agencies both local and  abroad, or doing research in cases such as serial crimes. An NCAVC  agent will not only construct criminal profiles but will also assist in  investigations, conduct interviews, review the crime scene photos,  conduct threat evaluations, and coordinate strategies with the  prosecutors.</p>
<h2>Criminal Profiler Education and Training</h2>
<p>If you want to become a Criminal Profiler, the FBI academy at  Quantico, Virginia offers the most reputable and competitive training  programs in criminal profiling. Their program is highly challenging due  to its selective process.</p>
<p>There are no specific requirements in education to become an NCAVC  agent. But to work for the agency, you must first become an FBI agent.  To be eligible, you must be a US citizen and between the ages of 23-27.  Job positions in the NCAVC will prefer those holding degrees in  Forensics or Behavioral Science. However, previous experience as an FBI  agent will weigh more. So despite the NCAVC not requiring a specific  degree, it will be more beneficial for you if you major in Criminal  Justice, Forensics, or Psychology. Preferably, obtain a master’s or  doctorate degrees as well.</p>
<h2>Criminal Profiler Job Prospets and Salary</h2>
<p>As mentioned, the first step towards becoming an NCAVC agent is  landing a job as an FBI agent. Before becoming an NCAVC agent, you must  have at least 3 years of work experience as an FBI agent. Those  interested in criminal profiling should work on cases that involve  kidnappings, homicides, and rapes.</p>
<p>The average salary of a Criminal Profiler is $60,000 per year.   Salaries of Criminal Profiler salaries will vary greatly and will depend  on company or agency, geographic location, specific industry, work  experience and benefits.</p>

<p>MINIMUM REQUIREMENTS:</p>

<p>Currently possess, or be eligible to obtain, a Florida Driver’s License with an overall good driving record. No single suspension of driver’s license within the past two (2) years and no more than two (2) suspensions within the past five (5) years history (except if suspension was due to insurance error or Clerk of Court error).</p>
<p>Possess an Associates Degree or 60 semester hours (with minimum 2.0 GPA) or 90 quarter hours (with minimum 2.0 GPA) of college course work and/or honorable discharge from service in the U.S. Armed Forces and/or previous sworn law enforcement experience.</p>
<p>Never have been convicted of a felony or other crime, which would indicate a lack of good moral character.</p>
<p>EXAMINATION:</p>
<p>It is a necessary requirement and policy that all applicants for the position of Police Officer pass all of<br />
the pre-employment testing. The examination consists of: physical agility, swimming test, oral board<br />
interview, polygraph examination, psychological evaluation, background investigation, medical<br />
examination, drug testing, and personal interview with the Chief of Police. A written test is also required. A 12.9 in each section of the T.A.B.E. Survey (math, reading, language and spelling) and a score of 80% in the Criminal Justice Basic Abilities Test (CJBAT Test) is preferred. The T.A.B.E. is administered at Broward Community College Criminal Justice Institute (954-201-6931). The candidate is responsible for scheduling their own test and providing their scores to the City. Test scores must be received by the Human Resources Department no later than Friday, February 5, 2010. Please keep in mind that the testing process may take up to one (1) year.</p>
