Campus Police Officers are members of police departments that are dedicated to serving two year colleges, four year colleges, and universities. These agencies are responsible for the protection of all life and property on academic campuses. Many campus police departments use community based policing to ensure the safety and cooperation of the entire campus. This approach involves developing and maintaining a positive relationship with students, faculty, and staff.

As commissioned law enforcement officers, Campus Police Officers maintain peace and order on college and university campuses. They make sure that students, faculty, employees, and visitors have a safe and secure environment in which to study, work, and live. Their job involves the enforcement of federal, state, and local laws and regulations on academic campuses. In addition, they make sure that institutional policies and rules are being upheld.

Campus Police Officers have the power to perform general police duties, such as deterring and preventing unlawful behavior, issuing citations, serving warrants, apprehending offenders, making arrests, preserving crime scenes, investigating crimes, conducting surveillance, and testifying in court. Many Campus Police Officers have the authority to carry and use firearms to perform their duties.

Campus Police Officers are assigned areas, or beats, on campus to patrol, which they conduct on foot, on bicycles, or in marked vehicles. They patrol buildings, grounds, and facilities, and keep an eye out for criminal and suspicious activity as well as for violations of laws, regulations, policies, and rules. They also watch for unusual conditions as well as for signs of fire and safety hazards. As part of their police duty, these law enforcement officers respond to a wide range of requests for service from students, faculty, and others on campus. The requests may be about criminal or noncriminal matters. For example, a Campus Police Officer might check out a report of vandalism in the student union, a complaint of loud music in a dormitory, or a call for medical emergency assistance in a classroom.

Traffic duty is another area in which Campus Police Officers are involved. Their tasks include enforcing traffic laws and regulations, directing traffic, issuing traffic citations, investigating traffic accidents, and so on. In addition, Campus Police Officers provide directions and help operators of disabled motor vehicles.

Another major area of concern for Campus Police Officers is crime prevention. On most, if not all campuses, officers provide escort service for anyone who is afraid to walk alone on campus during certain hours, particularly after dark. Many Campus Police Officers are also involved in the development and implementation of education programs for students, faculty, and staff. Some officers are responsible for making presentations on such topics as alcohol abuse, drugs, crime prevention, sexual assault, and traffic safety.

Campus Police Officers perform various other duties, depending on their level of responsibility. For example, they might:

# screen visitors for firearms and other contraband

# provide security at games, receptions, and other special events

# mediate disputes between individuals or groups

# coordinate medical emergency situations

# train and supervise noncommissioned or student personnel

# assist other law enforcement agencies as needed

An essential aspect of their job is writing accurate and detailed reports of their activities. For example, Campus Police Officers are responsible for completing daily logs, incident reports, and investigative reports. These officers also maintain records and files about incidents, criminal records, lost and found items, and so on.

Campus Police Officers operate various types of equipment on their job. These include two way radios, public address systems, emergency medical equipment, riot control equipment, and office machines. Their job also requires them to sit, stand, walk, run, and climb for long periods of time. When necessary, they lift, carry, or drag heavy objects or people. On occasion they must handle people who are upset, disturbed, angry, or hostile.

Campus Police Officers work a 40 hour week. Many of them work rotating shifts, which include nights, weekends, and holidays. They put in overtime hours whenever their work requires it.

Salaries

Earnings for Campus Police Officers vary, depending on such factors as their rank, job duties, education, experience, and geographical location. Some employers provide additional compensation for working overtime or certain shifts, as well as for performing certain duties. According to the November 2003 Occupational Employment Statistics survey by the U.S. Bureau of Labor Statistics, the estimated annual salary for most police patrol officers ranged between $26,510 and $68,160.

Employment Prospects

Some campus police departments are part of academic institutions, while others are divisions of local or state police agencies. Typically, larger campuses employ a greater number of police officers than smaller campuses. In general, opportunities become available as officers retire or transfer to other occupations. An agency generally creates additional positions as their needs grow, as long as funding is available.

Advancement Prospects

Campus Police Officers can develop a satisfying and diverse law enforcement career, according to their interests and ambitions. As they gain experience and training, they can rise through the ranks as detectives, sergeants, lieutenants, and so on up to police chief.

Some officers use their campus police experience as a stepping-stone for a career with other law enforcement agencies at the local, state, or federal level.

Education and Training

Minimally, applicants must possess a high school diploma or general equivalency diploma. Some employers prefer to hire applicants who have completed some college work.

Recruits generally receive several weeks of training at a police academy. They study such topics as criminal procedure law, the role of campus law enforcement, crisis intervention, defensive tactics, and diversity. If their position requires them to be armed, recruits then complete training on the use of firearms.

Special Requirements

Employers generally require that candidates possess the POST (peace officer standard and training) certificate, which is earned upon completion of basic training at a police academy. Candidates must also have a valid driver’s license. For armed positions, candidates must be able to qualify for firearms certification.

Experience, Skills, and Personality Traits

Many employers prefer to hire individuals with previous law enforcement or security experience. Experience in an educational setting is desirable. Many employers allow candidates to substitute a college degree in law enforcement, criminal justice, or another related field for one or more years of experience. Some employers may hire individuals without work experience if they have recently completed or are about to complete training at a police academy.

In general, applicants must be U.S. citizens. Some employers may hire permanent residents if they are in the process of completing their naturalization process. Applicants must meet a minimum age requirement, which varies with the different employers. They must also be in good physical condition and of high moral character.

Campus Police Officers must have excellent self management skills, which includes the ability to work independently, follow and understand instructions, handle stressful situations, and prioritize and organize tasks. Their job also requires that they have strong communication, writing, interpersonal, teamwork, and decision making skills. Being calm, composed, friendly, cooperative, tactful, honest, ethical, and organized are some personality traits that successful Campus Police Officers share.

Unions and Associations

Campus Police Officers can join local, state, or national professional associations to take advantage of networking opportunities, education programs, and other professional resources and services. Many Campus Police Officers are members of a union, which represents them in negotiations and grievance processes.

Tips for Entry

1. Gain experience by joining the student security patrol on your college campus, if such a program is offered.

2. Many campus police departments hire noncommissioned officers to perform security and other nonpo-lice duties on campus. You might apply for such a position to get an idea if campus police work may be a career that interests you.

2. Have been found guilty of any crime classified in Maine law as a Class D crime (misdemeanor with a maximum possible term of imprisonment of less than one year) or a conviction for any equivalent crime in another jurisdiction outside the State of Maine;
3. Have been found guilty of any of the following provisions of the Maine Criminal Code or a conviction for any equivalent crime in another jurisdiction outside the State of Maine:
   1. Chapter 15 (Theft);
   2. Chapter 19 (Falsification in Official Matters);
   3. Chapter 25 (Bribery and Corrupt Practices); or
   4. Chapter 45 (Drugs);
4. Have not engaged in any conduct that is penalized in the State of Maine as Murder, Class A, Class B, Class C, or Class D crime, or any provision of the Maine Criminal Code, Chapters 15, 19, 25, or 45; or engaged in such conduct in another jurisdiction outside the State of Maine, unless that conduct is not punishable as a crime under the laws of that jurisdiction;
5. Have been found guilty of any crime that is a violation of the domestic abuse provisions of any state or federal statutes;
6. Have been found guilty of operating-under-the-influence (O.U.I.) of intoxicating liquor and/or drugs within the 6 years prior to application;
7. Have been adjudicated to have committed a 0.02 or zero tolerance violation within the six (6) years prior to application;
8. Illegally sold scheduled drugs or drugs which require a prescription;
9. Engaged in illegal drug use beyond what is considered as experimentation;
10. Is currently abusing drugs or alcohol; or
11. Falsify or misrepresent a material fact when interviewed during the Background Investigation, or the Polygraph Examination, or on the Pre-polygraph questionnaire.

NOTE FOR CERTIFIED OFFICERS :

Candidates selected for initial appointment who are graduates of the Maine Criminal Justice Academy 12-week Municipal/County Basic Police School (or equivalent basic law enforcement training program as determined by the Maine State Police and can receive a waiver from the MCJA Board of Directors), AND are currently certified law enforcement officers (or are able to obtain a Maine law enforcement certification) may be exempted from attending the MCJA’s basic law enforcement officer training course at the discretion of the Chief of the Maine State Police. All other selected applicants will be required to attend and successfully complete this program.

EXAMINATION PROCESS

1. ALERT EXAMINATION: Applicants must have already taken and passed the ALERT test prior to applying for placement on the Employment Register. This may be done by calling 207-877-8000 (there is a $40.00 fee for this test). Testing is normally scheduled for the first and third Wednesday of every month at the Maine Criminal Justice Academy in Vassalboro, Maine. This test must meet the Maine Criminal Justice Academy’s minimum passing score for entrance into basic law enforcement training. Test questions are multiple choice and fall within the categories of Writing Skills and Reading Comprehension.

2. PHYSICAL FITNESS TEST (PFT): Applicants must have already taken and passed the Pre-Employment PFT within the past year prior to applying for placement on the Employment Register. This may be done by calling 207-877-8000 (there is a $25.00 fee for this test). Testing is normally scheduled for the first Wednesday of every month at the Maine Criminal Justice Academy in Vassalboro, Maine. The Physical Fitness Test (PFT) is a Pass/Fail test. It consists of three events: Timed Push-Up Test (one minute), Timed Sit-Up Test (one minute), and 1.5 Mile Run. Standards for successful completion of the PFT are available upon request.

3. APPLICATION EVALUATION: Applications are reviewed to verify that each candidate meets the established Minimum Requirements (above and inside brochure). Candidates who do not meet these requirements are disqualified from further consideration.

4. ORAL BOARD EXAMINATION: All candidates successfully meeting the Minimum Requirements will be scheduled for an Oral Board Examination. Oral Boards are usually scheduled monthly and will be held at the Maine Criminal Justice Academy in Vassalboro, Maine. The Oral Board is a structured interview that evaluates applicants’ skills in the areas of Commitment & Independence; Judgment & Logic; Decision Making Decisiveness; Tact & Diplomacy; and Communication Skills. The Oral Board is a pass/fail component of the applicant process.

NOTE: Each component of the State Police Trooper examination process must becompleted successfully. Failure to successfully complete a component after (or portion of a component) will result in disqualification from further consideration. Kind of work:

This is law enforcement work in which the employee is responsible for protection of life and property in Arlington County. Duties include patrolling an assigned area on foot, bicycle, motorcycle or in car to detect or prevent crime; conducting investigations into a variety of criminal offenses such as larceny, auto theft, and robbery; assisting in investigation of major crimes such as rape and homicide; directing vehicular and pedestrian traffic; preparing written reports on offenses committed, arrests, and other activities; testifying in Court proceedings; and other related duties as required. Chief Bill Reid says on average, about eight officers retire every year, so it’s important to find good recruits to replace them.

“As any agency will tell you, we always want the best,” Reid said. “We’re fortunate in Atlantic Canada, when folks graduate, they have a tendency to stay close to home, so we do get a good number to look at.”

Policing standards require the force to either hire officers trained in an accredited academy or an officer with five years of experience. Reid said the Atlantic Police Academy in P.E.I. recently graduated a class of around 80 officers, so there are plenty of people looking for work.

After the new recruits get hired, their training isn’t finished, Reid said.

In a recent presentation to the Board of Police Commissioners, Reid said officers constantly go through training to keep their skills up to date.

“We wanted to portray to the board that policing is expensive but it is also time consuming,” he said. “A member takes a tremendous amount of training throughout his or her career.”

New members must go through an intense training regiment, taking courses in years one through eight, so the force can meet accreditation standards, he said.

“It’s not as simple as coming to work on day one as a newly minted cadet, and you’re green to go,” he said.

The chief has to ensure there are enough officers on the street as others get trained, which can pose a difficult balance, he said.

But extra training for new members does not add to the force’s bottom line, he said. As older, higher-paying members retire, the costs even out.

Next year, the police force will have to stick to a one per cent budget increase, as ordered by common council. Though Reid doesn’t expect the training to cause budget problems, other rising costs will make the budget restraints challenging.

The prices of everything, from boots to stationary go up, and not usually by one per cent, he said. “But you just have the manage that and tighten the belt when it’s necessary,” he said. “We’ll do all those things and we plan for them.”

Police officers perform many duties relating to public safety. Their responsibilities include not only preserving the peace, preventing criminal acts, enforcing the law, investigating crimes, and arresting those who violate the law but also directing traffic, community relations work, and controlling crowds at public events. Police officers are employed at the federal, state, county, and city level. State police officers patrol highways and enforce the laws and regulations that govern the use of those highways, in addition to performing general police work. Police officers are under oath to uphold the law 24 hours a day. There are approximately 842,000 police and detectives employed in the United States.

■ HISTORY

People have historically sought some form of protection for their lives and property and to help preserve their welfare. The true origins of police work, however, are virtually unknown. In medieval times, feudal lords employed retainers who made sure taxes were paid. These employees may have attempted to maintain some kind of law and order among the people, but at the same time, they were employed by the lords and often merely enforced their employers wishes.

Colonial America followed the British form of police organization. A sheriff, appointed by the governor of a colony, enforced laws, collected taxes, and maintained public property throughout the colony. Constables performed similar duties in the cities and towns. Night watchmen protected the cities from fires and crime. However, as cities grew rapidly during the 19th century, a larger, more organized police service was needed to control growing problems with crimes and public disturbances.

In 1829 in London, Sir Robert Peel established the first modern, nonmilitary police force. The British police became known as bobbies after Sir Robert’s name. The police force in New York City was established in 1844. These new police forces wore uniforms, worked 24 hours a day, and often carried guns. They patrolled the streets and soon became a fixture in many cities. On the American frontier, however, laws were often enforced by volunteer police officers until regular police forces were established. Sheriffs and sheriff’s deputies guarded many areas of the West. An early effort to create a statewide police force resulted in the creation of the Texas Rangers in 1835. In 1905, Pennsylvania formed the first official state police department. Soon, almost every state had a state police department as well as those police units that worked for individual cities or towns.

These early police efforts were often notoriously inadequate. Many police departments were seats of corruption and abuse of authority. Police officers were generally untrained and were often appointed as agents serving the political machine of their city, rather than the people. Efforts to clean up the police departments began in the early decades of the 20th century. Police were expected to be professionals. Higher selection standards and special training programs were instituted, and efforts were made to eliminate the influence of politics on the police department. Command of the police department soon became more centralized, with a chief of police supervising the operations of the entire department. Other ranks were created, such as sergeant and detective. At the same time, scientists working with the police were developing scientific advances in crime detection and prevention, such as fingerprinting.

Today every state has uniformed police. State police operations are customarily confined to unincorporated areas as a matter of policy, although a few states restrict them by statute. In addition, police operate at the federal level in such agencies as the Federal Bureau of Investigation, the Immigration and Naturalization Service, and the Drug Enforcement Agency. While the many types of police forces operate independently, they often cooperate to provide more effective law enforcement.

■ THE JOB

Depending on the orders they receive from their commanding officers, police may direct traffic during the rush hour periods and at special events when traffic is unusually heavy. They may patrol public places such as parks, streets, and public gatherings to maintain law and order. Police are sometimes called upon to prevent or break up riots and to act as escorts at funerals, parades, and other public events. They may administer first aid in emergency situations, assist in rescue operations of various kinds, investigate crimes, issue tickets to violators of traffic or parking laws or other regulations, or arrest drunk drivers. Officers in small towns may have to perform all these duties and administrative work as well.

As officers patrol their assigned beats, either on foot, bicycle, horseback, motorcycle, or in cars, they must be alert for any situations that arise and be ready to take appropriate action. Many times they must be alert to identify stolen cars, identify and locate lost children, and identify and apprehend escaped criminals and others wanted by various law enforcement agencies. While on patrol, they keep in constant contact with headquarters and their fellow officers by calling in regularly on two way radios. Although their profession may at times be dangerous, police officers are trained not to endanger their own lives or the lives of ordinary citizens. If they need assistance, they radio for additional officers.

In large city police departments, officers usually have more specific duties and specialized assignments. The police departments generally are comprised of special work divisions such as communications, criminal investigation, firearms identification, fingerprint identification and forensic science, accident prevention, and administrative services. In very large cities, police departments may have special work units such as the harbor patrol, canine corps, mounted police, vice squad, fraud or bank squad, traffic control, records control, and rescue units. A few of the job titles for these specialties are identification and records commanders and officers, narcotics and vice detectives or investigators, homicide squad commanding officers, detective chiefs, traffic lieutenants, sergeants, parking enforcement officers, public safety officers, accident prevention squad officers, safety instruction police officers, and community relations lieutenants.

In very large city police departments, officers may fill positions as police chiefs, precinct sergeants and captains, desk officers, booking officers, police inspectors, identification officers, complaint evaluation supervisors and officers, and crime prevention police officers. Some officers work as plainclothes detectives in criminal investigation divisions. Internal affairs investigators are employed to police the police. Other specialized police officers include police commanding officers, who act as supervisors in missing persons and fugitive investigations; and officers who investigate and pursue nonpayment and fraud fugitives. Many police departments employ police clerks, who perform administrative and community oriented tasks.

A major responsibility for state police officers (sometimes known as state troopers or highway patrol officers) is to patrol the highways and enforce the laws and regulations of those traveling on them. Riding in patrol cars equipped with two way radios, they monitor traffic for troublesome or dangerous situations. They write traffic tickets and issue warnings to drivers who are violating traffic laws or otherwise not observing safe driving practices. They radio for assistance for drivers who are stopped because of breakdowns, flat tires, illnesses, or other reasons. They direct traffic around congested areas caused by fires, road repairs, accidents, and other emergencies. They may check the weight of commercial vehicles to verify that they are within allowable limits, conduct driver examinations, or give safety information to the public.

In the case of a highway accident, officers take charge of the activities at the site by directing traffic, giving first aid to any injured parties, and calling for emergency equipment such as ambulances, fire trucks, or tow trucks. They write up a report to be used by investigating officers who attempt to determine the cause of the accident.

In addition to these responsibilities, state police officers in most states do some general police work. They are often the primary law enforcement agency in communities or counties that have no police force or a large sheriff’s department. In those areas, they may investigate such crimes as burglary and assault. They also may assist municipal or county police in capturing lawbreakers or controlling civil disturbances.

Most police officers are trained in the use of firearms and carry guns. Police in special divisions, such as chemical analysis and handwriting and fingerprint identification, have special training to perform their work. Police officers often testify in court regarding cases with which they have been involved. Police personnel are required to complete accurate and thorough records of their cases.

■ REQUIREMENTS

High School
The majority of police departments today require that applicants have a high school education. Although a high school diploma is not always required, related work experience is generally required.

If you are interested in pursuing this career, you will find the subjects of psychology, sociology, English, law, mathematics, U.S. government and history, chemistry, and physics most helpful. Because physical stamina is very important in this work, sports and physical education are also valuable. Knowledge of a foreign language is especially helpful, and bilingual officers are often in great demand. If specialized and advanced positions in law enforcement interest you, pursue studies leading to college programs in criminology, criminal law, criminal psychology, or related areas.

Postsecondary Training

The best chance for advancement is by getting some post secondary education, and many police departments now require a two or four year degree, especially for more specialized areas of police work. There are more than 800 junior colleges and universities offering two and four year degree programs in law enforcement, police science, and administration of justice. Many police departments require a two year degree to make lieutenant and a bachelor’s degree to make captain. The armed forces also offer training and opportunities in law enforcement that can be applied to civilian police work.

Newly recruited police officers must pass a special training program. After training, they are usually placed on a probationary period lasting from three to six months. In small towns and communities, a new officer may get his or her training on the job by working with an experienced officer. Inexperienced officers are never sent out on patrol alone but are always accompanied by veteran officers.

Large city police departments give classroom instruction in laws, accident investigation, city ordinances, and traffic control. These departments also give instruction in the handling of firearms, methods of apprehension and arrest, self defense tactics, and first aid techniques. Both state and municipal police officers are trained in safe driving procedures and maneuvering an automobile at high speeds.

Other Requirements

Police job appointments in most large cities and in many smaller cities and towns are governed by local civil service regulations. You will be required to pass written tests designed to measure your intelligence and general aptitude for police work. You will also be required to pass physical examinations, which usually include tests of physical agility, dexterity, and strength. Your personal history, background, and character will undergo careful scrutiny because honesty and law abiding characteristics are essential traits for law enforcement officers. Another important requirement is that you have no arrest record.

To be a police officer, you must be at least 20 years of age (or older for some departments), and some municipalities stipulate an age limit of not more than 35 years. You must have, in some cases, 20/20 uncorrected vision, good hearing, and weight proportionate to your height. You will also be required to meet locally prescribed weight and height rules for your gender. Most regulations require that you be a U.S. citizen, and many police departments have residency requirements.

If you hope to be a police officer, you should enjoy working with people and be able to cooperate with others. Because of the stressful nature of much police work, you must be able to think clearly and logically during emergency situations, have a strong degree of emotional control, and be capable of detaching yourself from incidents.

Physical fitness training is a mandatory, continuing activity in most police departments, as are routine physical examinations. Police officers can have no physical disabilities that would prevent them from carrying out their duties.

■ EXPLORING

A good way to explore police work is to talk with various law enforcement officers. Most departments have community outreach programs and many have recruiting programs as well. You may also wish to visit colleges offering programs in police work or write for information on their training programs.

In some cases, high school graduates can explore this occupation by seeking employment as police cadets in large city police departments. These cadets are paid employees who work part time in clerical and other duties. They attend training courses in police science on a part time basis. When you reach the age of 21, you will be eligible to apply for regular police work. Some police departments also hire college students as interns.

■ EMPLOYERS

Police officers hold approximately 842,000 jobs in the United States. According to the U.S. Department of Labor, approximately 81 percent of police officers are employed by local governments. State police agencies employ approximately 12 percent of officers, and about 6 percent of officers work for federal agencies.

■ STARTING OUT

If you are interested in police work, you should apply directly to local civil service offices or examining boards to qualify as a candidate for police officer. In some locations, written examinations may be given to groups at specified times. For positions in smaller communities that do not follow civil service methods, you should apply directly to the police department or city government offices in that community. If you are interested in becoming a state police officer, you can apply directly to the state civil service commission or the state police headquarters, which are usually located in the state capital.

■ ADVANCEMENT

Advancement in these occupations is determined by several factors. An officer’s eligibility for promotion may depend on a specified length of service, job performance, formal education and training courses, and results of written examinations. Those who become eligible for promotion are listed on the promotional list along with other qualified candidates. Promotions generallybecome available from six months to three years after starting, depending on the department. As positions of different or higher rank become open, candidates are promoted to fill them according to their position on the list. Lines of promotion usually begin with officer third grade and progress to grade two and grade one. Other possible promotional opportunities include the ranks of detective, sergeant, lieutenant, or captain. Many promotions require additional training and testing. Advancement to the very top ranking positions, such as division, bureau, or department director or chief, may be made by direct political appointment. Most of these top positions are held by officers who have come up through the ranks.

Large city police departments offer the greatest number of advancement opportunities. Most of the larger departments maintain separate divisions, which require administration workers, line officers, and more employees in general at each rank level. Officers may move into areas that they find challenging, such as criminal investigation or forensics.

Most city police departments offer various types of in-service study and training programs. These programs allow police departments to keep up-to-date on the latest police science techniques and are often required for those who want to be considered for promotion. Training courses are provided by police academies, colleges, and other educational institutions. Some of the subjects offered are civil defense, foreign languages, and forgery detection. Some municipal police departments share the cost with their officers or pay all educational expenses if the officers are willing to work toward a college degree in either police work or police administration. Independent study is also often required.

Intensive 12-week administrative training courses are offered by the National Academy of the Federal Bureau of Investigation in Washington, D.C. A limited number of officers are selected to participate in this training program.

Advancement opportunities on police forces in small communities are considerably more limited by the rank and number of police personnel needed. Other opportunities for advancement maybe found in related police, protective, and security service work with private companies, state and county agencies, and other institutions.

■ EARNINGS

According to the U.S. Department of Labor, police officers earned an annual average salary of $46,290 in 2005; the lowest 10 percent earned less than $27,150 a year, while the highest 10 percent earned $70,330 or more annually. Police detectives earned median salaries of $55,790 a year in 2005, with a low of less than $32,920 and a high of more than $88,570. Salaries for police officers range widely based on geographic location. Police departments in the West and North generally pay more than those in the South.

Most police officers receive periodic and annual salary increases up to a limit set for their rank and length of service. Police departments generally pay special compensation to cover the cost of uniforms. They usually provide any equipment required such as firearms and handcuffs. Overtime pay may be given for certain work shifts or emergency duty. In these instances, officers are usually paid straight or time and a half pay, while extra time off is sometimes given as compensation.

Because most police officers are civil service employees, they receive generous benefits, including health insurance and paid vacation and sick leave, and enjoy increased job security. In addition, most police departments offer retirement plans and retirement after 20 or 25 years of service, usually at half pay.

■ WORK ENVIRONMENT

Police officers work under many different types of circumstances. Much of their work maybe performed outdoors, as they ride in patrol cars or walk the beats assigned to them. In emergency situations, no consideration can be made for weather conditions, time of day or night, or day of the week. Police officers may be on call 24 hours a day; even when they are not on duty, they are usually required by law to respond to emergencies or criminal activity. Although they are assigned regular work hours, individuals in police work must be willing to live by an unpredictable and often erratic work schedule. The work demands constant mental and physical alertness as well as great physical strength and stamina.

Police work generally consists of an eight hour day and a five day week, but police officers may work night and weekend shifts and on holidays. Emergencies may add many extra hours to an officer’s day or week. The occupation is considered dangerous. Some officers are killed or wounded while performing their duties. Their work can involve unpleasant duties and expose them to sordid, depressing, or dangerous situations. They may be called on to deal with all types of people under many types of circumstances. While the routine of some assigned duties maybecome boring, the dangers of police work are often stressful for the officers and their families. Police work in general holds the potential for the unknown and unexpected, and most people who pursue this work have a strong passion for and commitment to police work.

■ OUTLOOK

Employment of police officers and detectives is expected to increase about as fast as the average for all occupations through 2014, according to the U.S. Department of Labor. Strong competition for jobs will exist at the federal level and in most state police departments. Opportunities will be best in local police departments, especially those which are located in high crime areas or that offer relatively lower pay than other departments.

The opportunities that become available, however, may be affected by technological, scientific, and other changes occurring today in police work. Automation in traffic control is limiting the number of officers needed in this area, while the increasing reliance on computers throughout society is creating demands for new kinds of police work. New approaches in social science and psychological research are also changing the methodology used in working with public offenders. These trends indicate a future demand for more educated, specialized personnel.

This occupation has a very low turnover rate. However, new positions will open as current officers retire, leave the force, or move into higher positions. Retirement ages are relatively low in police work compared to other occupations. Many officers retire while in their 40s and then pursue a second career. In response to increasing crime rates and threats of terrorism, some police departments across the country are expanding the number of patrol officers; however, budget problems faced by many municipalities may limit growth.

In the past decade, private security firms have begun to take over some police activities such as patrolling public places. Some private companies have even been contracted to provide police forces for some cities. Many companies and universities also operate their own police forces.

A total of 17 were included in the most recent police academy graduating class recognized at the Law Enforcement Center in downtown Albany. John Proctor, the department’s chief, presented their badges and guided them through the oath of office.

After that, he gave some closing remarks.

“Thank you for taking this step in joining us,” he said to the new graduates. “This is just the beginning. You are joining a family that will support you.

“Tomorrow begins today. This is not a walk you will take alone.”
He also had a message for the families of the new officers.

“They (the new graduates) are a part of us,” Proctor said. “When they are not with you, they will be with someone that cares about them.”

Capt. Russ Barnes graduated from the academy Monday after moving to the area from Tampa, Fla.

“I’m relieved; it’s been a long 10 weeks,” he said. “It was mentally and physically challenging. I’m very honored to have gone through this class.”

Barnes moved to the area late last year and has so far enjoyed his time in Albany.

“It’s been wonderful; I love getting from one side of town to the other in less than an hour,” he said. “The people here are very polite. I love the city and I love the department.”

Proctor himself has been doing the job for 30 years, most recently in Tallahassee, Fla. He took his position in Albany in May 2009.

“I still view this job the same way I did when I first put on my uniform,” he said.

The class that graduated this week brings the department one step closer to near-full capacity, but the police chief said there is still more work to be done.

“This is absolutely good for the city,” Proctor said. “We are trying to get quality people so they will stay. We’re not there yet, but we are still working on it.”

Proctor also stressed that a few bad officers should not necessarily reflect on the whole department.

“There are still a lot of good people here,” he said. “One person does something bad and people think the whole department is like that; that’s not the case. I think we have good people here.

“We are moving forward.”

The department was short 45 officers at the start of this year. Proctor tendered 11 offers earlier this month, and the APD-hopefuls from that group will start academy training in July. They will have to spend 12 weeks in the academy and another 12 weeks in field officer training.

While this group is in the academy, Proctor said he expects to tender 10 offers. Between the group that just graduated and the group expected to start training next month, the department is set be close to capacity by the end of the year.

“We will be as close to full as possible,” Proctor said.

The APD has an authorized strength of 212 officers.

You and your dog should also be able to locate hidden compartments in a stopped car for drug paraphernalia and the dog should keep you and the suspect safe, even if the dog has to take down a suspect.

Criminal Profiler Job Duties

A Criminal Profiler is someone who looks into the nature of crimes committed and the process or methods that were used to commit such crimes. The profiler constructs a psychological profile that will help identify the criminals involved. “Criminal Personality” and “Offender Profiling” are other terms to describe the job. A typical day for an NCAVC agent will vary.

Work days at the Quantico headquarters include preparing paperwork for presentations to be made for law enforcement agencies both local and abroad, or doing research in cases such as serial crimes. An NCAVC agent will not only construct criminal profiles but will also assist in investigations, conduct interviews, review the crime scene photos, conduct threat evaluations, and coordinate strategies with the prosecutors.

Criminal Profiler Education and Training

If you want to become a Criminal Profiler, the FBI academy at Quantico, Virginia offers the most reputable and competitive training programs in criminal profiling. Their program is highly challenging due to its selective process.

There are no specific requirements in education to become an NCAVC agent. But to work for the agency, you must first become an FBI agent. To be eligible, you must be a US citizen and between the ages of 23-27. Job positions in the NCAVC will prefer those holding degrees in Forensics or Behavioral Science. However, previous experience as an FBI agent will weigh more. So despite the NCAVC not requiring a specific degree, it will be more beneficial for you if you major in Criminal Justice, Forensics, or Psychology. Preferably, obtain a master’s or doctorate degrees as well.

Criminal Profiler Job Prospets and Salary

As mentioned, the first step towards becoming an NCAVC agent is landing a job as an FBI agent. Before becoming an NCAVC agent, you must have at least 3 years of work experience as an FBI agent. Those interested in criminal profiling should work on cases that involve kidnappings, homicides, and rapes.

The average salary of a Criminal Profiler is $60,000 per year.  Salaries of Criminal Profiler salaries will vary greatly and will depend on company or agency, geographic location, specific industry, work experience and benefits.
